2.3 Excluded Persons. The following persons are not eligible to use toto21: (a) persons under 21 years of age; (b) persons who have voluntarily self-excluded from toto21 or any affiliated platform; (c) employees, contractors, and immediate family members of toto21 and its affiliated entities; (d) persons who have been excluded by PAGCOR or any other competent regulatory authority.
2.4 toto21 reserves the right to request identity verification documents at any time to confirm eligibility. Failure to provide satisfactory documentation may result in account suspension and withholding of funds pending investigation.
3.1 Single Account Policy. Each individual may register and maintain only one (1) toto21 account. The creation of multiple accounts by a single individual is strictly prohibited and will result in the immediate suspension of all associated accounts and forfeiture of any balances held therein.
3.2 Accurate Information. You agree to provide accurate, current, and complete information during the toto21 registration process and to update such information promptly if it changes. toto21 may suspend or terminate accounts where false or misleading information has been provided.
3.3 Account Security. You are solely responsible for maintaining the confidentiality of your toto21 login credentials, including your username and password. You agree to notify toto21 immediately upon becoming aware of any unauthorized access to or use of your account. toto21 shall not be liable for any loss or damage arising from your failure to maintain account security.
3.4 KYC Verification. toto21 is required to conduct Know Your Customer (KYC) verification in compliance with Philippine anti-money laundering regulations. You agree to submit requested identification documents, including but not limited to a government-issued ID, proof of address, and proof of payment method ownership, when requested.
3.5 Account Closure. You may request closure of your toto21 account at any time by contacting customer support. toto21 reserves the right to close or suspend any account at its sole discretion, including where there is reasonable suspicion of fraud, money laundering, or breach of these Terms.
4.1 Accepted Payment Methods. toto21 accepts deposits and processes withdrawals via the following methods: GCash, PayMaya/Maya, Philippine bank transfers (BPI, BDO, Metrobank, UnionBank, Landbank, PNB, Security Bank), and debit cards. All transactions are denominated in Philippine Peso (PHP / ₱).
4.2 Prohibited Funding Sources. The use of credit cards for gambling deposits is not permitted on toto21, in compliance with applicable Philippine regulations. Cryptocurrency of any kind is not accepted as a deposit or withdrawal method.
4.3 Minimum Transactions. Minimum deposit and withdrawal amounts are as specified on the toto21 cashier page and may be updated from time to time. toto21 reserves the right to impose transaction limits at its discretion.
4.4 Withdrawal Processing. Withdrawal requests are processed subject to completion of KYC verification and satisfaction of any applicable wagering requirements. toto21 aims to process approved withdrawals promptly; however, processing times may vary depending on the payment method and verification status of the account.
4.5 Anti-Money Laundering. toto21 is committed to compliance with the Anti-Money Laundering Act of the Philippines (Republic Act No. 9160, as amended). Withdrawals will only be processed to the same payment method used for the corresponding deposit where technically feasible. toto21 reserves the right to report suspicious transactions to the appropriate authorities.
4.6 Dormant Accounts . An account that has had no login activity for a period of twelve (12) consecutive months may be classified as dormant. toto21 reserves the right to apply an administrative fee to dormant accounts in accordance with its dormant account policy, as notified to the account holder.
5.1 General. toto21 may offer bonuses, free credits, cashback, and other promotional incentives to players from time to time. All bonuses are subject to the specific terms and conditions applicable to each promotion, which are published on the relevant promotion page and incorporated into this Agreement by reference.
5.2 Wagering Requirements. Unless otherwise stated, all bonuses awarded to a toto21 account are subject to wagering requirements before any associated winnings may be withdrawn. The applicable wagering multiplier and eligible games will be specified in the promotion terms. Bonus funds and winnings derived from bonus funds cannot be withdrawn until wagering requirements are fully satisfied.
5.3 Bonus Abuse. toto21 reserves the right to withhold, cancel, or reclaim any bonus or associated winnings where there is reasonable evidence of bonus abuse, including but not limited to: opening multiple accounts to claim the same promotion, placing low-risk or hedged bets to satisfy wagering requirements, or colluding with other players to exploit promotional offers.
5.4 Expiry. Bonuses that are not used within the validity period specified in the applicable promotion terms will expire and be removed from the player's account without compensation.
5.5 toto21 reserves the right to modify, suspend, or withdraw any promotion at any time without prior notice, subject to any rights already accrued by players in good standing.
6.1 Game Rules. Each game available on toto21 is governed by its own specific rules, which are accessible within the game interface. In the event of any conflict between game-specific rules and these Terms, the game-specific rules shall prevail with respect to gameplay mechanics.
6.2 Random Number Generation. All toto21 casino games that rely on random outcomes use certified Random Number Generation (RNG) technology that has been independently tested and audited for fairness and statistical integrity by accredited third-party testing laboratories.
6.3 Malfunctions. 10.4 Nothing in these Terms shall limit or exclude toto21's liability for fraud, gross negligence, or any other liability that cannot be excluded or limited under applicable Philippine law.

13.2 toto21 operates under PAGCOR regulatory oversight. Any regulatory complaints may be directed to the Philippine Amusement and Gaming Corporation in accordance with its published complaints procedures.
13.3 In the event of a dispute between you and toto21, you agree to first attempt to resolve the matter informally by contacting toto21 customer support. If the dispute cannot be resolved informally within thirty (30) days, both parties agree to submit to the exclusive jurisdiction of the competent courts of the Republic of the Philippines.
13.4 Language. These Terms are written in English. In the event of any inconsistency between an English version and any translated version, the English version shall prevail.
